Project Inspector Intern Program through ODOT Programattics Contracts
As a Member of ACEC, QCI participates in the ACEC Inspector Development Program. ACEC is actively working with ODOT and has developed an Inspection Apprenticeship Program which has three phases of paid on the job experience internships, a 36 credit hour program at Columbus State, and NICET Testing that will start in January of 2019. It is QCI’s intent to utilize this program when scoped on ODOT Programattics Contracts to Gain experience and Training for our employees when ever possible.

ODOT’s program is as follows:

ODOT and ACEC have worked collaboratively in developing an Intern program for Project
Inspectors to support the future need for appropriate numbers of educated, trained, and
experienced construction inspection/administration staff. The use of Interns should be
coordinated and recognized between the Consultant and ODOT prior to use. Implementation of
this program is effective immediately as warranted. The following program outlines the
requirements and responsibilities:
Project Inspector Intern

  1. Intent of Program
    Provide the project technical/field experience needed to meet the prequalification
    requirements for a Project Inspector. The Project Inspector Internship represents a
    training and mentorship program intended to provide an opportunity for participants
    to gain the knowledge and experience necessary to become Project Inspectors. A
    primary purpose of ODOT’s Project Inspector Intern Program is to train and provide
    increased opportunities for individuals in the engineering consultant industry.
  2. Definition
    The Project Inspector Intern is an individual not yet prequalified as a Project
    Inspector. The individual is hired by a firm that provides construction engineering,
    management or inspection services. The individual is hired on a full-time or part-time
    basis and is closely supervised by either a qualified Project Inspector, Construction
    Engineer or Construction Manager.
  3. Minimum Experience and Education.
    1. Intern I
      1. High School Diploma or high school equivalency (HiSET, TASC, or GED)
        and the ability to read, write, and communicate in English and do basic
        math computation for length, area and volume. No project technical/field
        experience required.
    2. Intern II
      1. Must meet the requirements of an Intern I and have a minimum of 6
        months of involvement in activities related to the inspection and testing of
        highway construction. Of the 6 months, the experience must be comprised
        of:- A minimum of 3 months must be full-time experience inspecting or
        assisting in the inspection of capital highway construction project(s).
        – A maximum of 3 months may be full-time experience in closely related
        construction field work that must involve materials testing, surveying,
        inspection, and/or management of pavement, structure, or
        geotechnical work.
        OR
      2. At a minimum, be enrolled in an Associate Degree program or higher in
        Civil Engineering Technology, Construction Engineering Technology,
        Construction Management, or in an ODOT recognized construction
        inspection training program.
    3. Intern III
      1. Meet all requirements for Intern II and possess an additional 6 months of
        full time heavy highway project technical/field experience.
  4. Consultant Firm Responsibilities
    Give support to the Project Inspector Intern in becoming certified in ACI Level I and
    Ohio Aggregate Level I during the period of internship. Additionally, give support to
    the Project Inspector Intern in successfully completing both the ODOT Flexible
    Pavement Test and the ODOT Traffic Work Zone Test and the NICET Highway
    Construction Level II tests. When developing a program that includes both the
    NICET Highway Construction Inspection Level I and II content areas, the Consultant
    Firm should provide for experience in as many technical areas as possible.

    1. Project Technical Experience
      1. Experience requirements must meet NICET Highway Construction
        Inspection Level II work history requirements. Pathways must include one
        of the following:

        1. ODOT recognized construction inspection training program.
          – Successful completion will count toward 8 months project
          technical/field experience.
        2. Associate Degree Program in Civil Engineering Technology,
          Construction Engineering Technology, or Construction
          Management.
          – Successful completion will count toward 8 months project
          technical/field experience.
        3. 20 months project technical/field experience.
  5. Consultant Firm Submittal Requirements
    Once hired and prior to the start of work, submit to the Office of Construction
    Administration the prospective Project Inspector Intern’s:

    1. Resume, and
    2. Proposed Training program that includes at a minimum:
      1. A plan for providing experience in as many technical areas as possible.,
        and
      2. A plan for mentoring and supervision, including the name and title of the
        supervisor.
      3. Proposed Intern I, II or III.
    3. Copy of a high school diploma or high school equivalency: (HiSET, TASC, or
      GED), or proof of enrollment in an ODOT recognized construction inspection
      training program, or proof of enrollment in Associates Degree Program in Civil
      Engineering Technology, Construction Engineering Technology or Construction
      Management or in degree programs that exceed these requirements.
  6. Compensation
    In accordance with Federal regulation, ODOT will establish a consultant direct salary
    limitation for the Project Inspector Intern(s) based upon “…an objective assessment of
    the reasonableness of proposed rates performed in accordance with the reasonableness
    provisions of the Federal cost principles.” ODOT will review these rates annually for
    adjustment as needed.

The Maximum direct salary rates for Intern I, II and III will be written directly into the
Consultants Agreement
